Position Summary:
Central purpose is to assist with duties and responsibilities of a NCAA Division I athletics compliance program. This includes working with university departments, external individuals, and departmental staff to ensure rules and regulations are met for applicable conferences, the NCAA, applicable federal and state regulatory bodies, and the institution. This position assists in all aspects of the university’s compliance program.
Job Duties:
Maintain procedures for monitoring compliance with NCAA, conference, and institutional rules and regulations for 17 athletic programs. Continuously examine and evaluate procedures to ensure effectiveness in maintaining institutional control and communication with various groups on and off campus. 20%
Assist in monitoring initial eligibility of incoming prospective student-athletes as well as transfer eligibility evaluations. Including communication with the Eligibility Center, updating the coaching staff on prospective student-athletes initial eligibility status and admissions status at the institution. 20%
Interpret NCAA legislation for athletic department staff, coaches, student-athletes, boosters, and institutional staff. Ensure accurate interpretations through NCAA manual, LSDBi, NCAA Staff, conference staff, and other materials provided by NCAA. 20%
Assist with educating athletic departmental staff, coaches, student-athletes, boosters, and institutional staff of NCAA, conference, and institutional rules and compliance procedures through extensive rules education program that includes weekly, monthly, and annual rules education pieces. Assist with compliance procedure revisions for departmental policies and procedures manual, and annual student-athlete handbook. 15%
Prepare, document, audit, and evaluate assigned compliance records, approve and authorize activities using knowledge of NCAA, conference, and institutional rules. 10%
Assist with monitoring of financial aid limits for all sports using knowledge of NCAA, conference, and institutional rules related to financial aid and athletic grant-in-aid. Educate Office of Financial Aid of changes to NCAA regulations pertaining to financial aid and Compliance Assistant internet software. 5%
Assist with potential waiver situations for NCAA consideration. Identify and evaluate case precedent to determine applicable waivers. 5%
In investigations of perceived NCAA, conference, or institution violations, assist with research, including applicable case precedents, and/or preparing self-reports of alleged violations. 5%
Other duties as assigned.
Problem solving skills required on daily basis. Use of independent professional judgment and research of NCAA policies to solve problems and questions encountered. Recommend appropriate disciplinary penalties, educate and review NCAA legislation with departmental staff and coaches. Evaluate effectiveness and make suggestion for revision of procedures and rules education program to fit needs of staff.
An effective and properly monitored compliance program allows for institutional control over athletics program, staff, and institution. Proper monitoring allows for an athletics program that is minimally penalized by NCAA for secondary and major violations. Having an additional staff member in the compliance office will allow for a more thorough approach to compliance, and a better opportunity to protect the University of Northern Colorado against possible NCAA infractions.
Major NCAA violations could result if institution does not maintain control, and/or athletics program submits extensive self-reports of secondary violations. Control includes continuous education for staff and proper maintenance of records and documentation.
Guidance is available from director on daily basis. Goals are set on annual basis by direct supervisor with position.
Actions are guided by departmental, institutional, conference, and NCAA policies and procedures. Position annually evaluates effectiveness of compliance policies and procedures to ensure efficiency and proper communication channels.
Minimum Qualifications:
Bachelor’s Degree required, Master’s Degree/Law degree preferred or equivalent experience in field.
Experience in athletics compliance required or comperable experience, Division I preferred. Minimum of one to three years in an athletics compliance office preferred.
Ability to multi-task, self-motivated, highly organized, attention to detail, research capabilities, effective communication skills, experience and knowledge of NCAA rules.
Knowledge of NCAA Compliance Assistant, NCAA Eligibility Center, Academic Performance Program, NCAA LSDBi, word applications, university admissions/registrar systems and JumpForward preferred.
